Master of Signal 85pts

Librarian w/ 3 divination powers 135pts

Apothecary 45pts (going with the large tactical squad)

6x Cataphractii terminators w/ paired lightning claws, 2x combi plasma, Thunder hammer, and heavy flamer 244pts

19x tactical squad w/ artificer armour and power fist(for the sergeant), vox, and extra CCW 313pts

10x Tactical squad 150pts

Storm Eagle w/ TL HB, Vengeance Launcher, and 4x Hellstrike Missiles 230pts

Predator Executioner 110pts

6x Heavy Support Squad w/ 6x missile launchers

The Master of Signal tags along with the Heavy Support Squad and the Librarian goes with the Cataphractii in the Storm Eagle.

I will be going against Speed Freak Orks so I will need as many blast templates as I can. Also went with the Hellstrikes on the Storm Eagle because there will probably be a couple Dakka Jets coming at me.

Debating dropping the Artificer Armour and Power Fist on the Tac Sergeant because if I get into combat with bikes, the Nob will just kill him anyway and with two wounds he isn't likely to drop the Nob.

A few things:

-The Predator executioner is your only tank.  It will take about 10 seconds to die, because it has the biggest target possible painted right on it's head.

-Why do the terminators have combi-plasmas? If you are going up against orks, they probably won't be necessary (unless they run Meganobz/Nob Bikers) and the points could be better spent elsewhere.  Same thing with the Thunder Hammer: you will score more wounds with even MORE lightning claws, and all while striking before the orks.

-You may want to take the lascannons on your stormeagle.  They don't all get spent, only count as two weapon for firing and are stronger/TL.

-If you're expecting dakka jets, did you give the heavy support squad flak missiles?

-Have you considered finding points for a support squad? I probably don't need to tell you what happens to orks when they're hit by 10 flamer templates.

Speed Freeks= Bikes, Bikes, and more bikes with some coptas and dakka jets thrown in. Flamers will negate their jink save but I will still have to roll a 5+ to wound with them. I took the combi plasma's because they have a better shot at wounding the bikes and defcoptas. With only 6 bodies their really isn't anything better I could give the Cataphractii. The Executioner should be safe because like I said its all speed freaks, no lootaz to be seen, will have a problem with the rockets on the coptas but I can deal with that.

I like the lascannons on the Storm Eagle but the Hellstrike Missiles should do the job against the jets and I don't wanna cut 30 points from anywhere else to get them ditto for the flakk missiles.

If you fire an ordinance weapon, you are snapfiring the remainder of your weapons. Ordinance can't snap fire. So you can fire off one rocket, and the rest of your weapons are needing 6s (granted POTMS, but that should be using the vengeance launcher to smack down some infantry).

TLLC and MM are popular for a reason. Expensive, but much better then ordinance rockets.

There's another issue with this list I think I've found, after looking at it a little longer: It is slow.  You have the one squad with a stormeagle, and one tank, and the rest is footslogging infantry.  The Ork player will be able to outmaneuver you, even if he can't beat you with brute force.  Perhaps you could squeeze points for some jetbikes as mobile fire support? That could be an option, rather than the terminators even.
