According to the Emperor (who is ALSO an inhuman, stupidly powerful being capable of playing fast and loose with the truth, "We have categorized the Warp entities among the minor xenos threats") the Chaos Gods are. Given what we can observe of the Imperium and the various glimpses we get of Chaotic worlds in the Eye of Terror (ex: Hammer of Daemons by Ben Coulter);"The Emperor was right!", "The Chaos Gods were right!", "They're both right!" and "They're both wrong!" all seem to be valid answers.
