You have still yet to show any sort of support, be it from a logical arguement or BRB passage, for your arbitrary definition of what you think an 'ability' is. Edit: In fact you've spent the last 6 posts in a row avoiding doing so. So hey, Deep-Striking to a Locator Beacon must be a game mechanic too. Deep Strike is an 'ability'. Why? Becuase it's a special rule that 'breaks or bends one of the games main rules'. As evidenced by page 36, part of the 'Special Rules' section of the BRB. He is not on the board at the beginning of the turn so would he generate his warp charges? He enters play at the beginning of the movement phase. The Rulebook indicates that Warp Charge is generated automatically at the start of each turn (p66), read: player turn, read: start of the movement phase. I would interpret this to mean that the librarian automatically has his Warp Charges before he moves, deep strikes, or does anything. He then deep strikes, and cannot cast any power that is cast at the start of the movement phase (p67) as counts as having moved already upon arrival. Probably due to the rule on p67 rather than the fact that he gets a "normal move" as part of the disembark process and so would have physically had a "normal move". Otherwise it could be misinterpreted to say that his "normal move" and movement phase begins upon disembarking, but this is overruled by arriving from reserves. Long story short: he has his full Warp Charge and could cast Blood Lance in the shooting phase, but no powers that are cast at the start of the movement phase. I would agree that Psykers coming in from reserves have Warp Charges they can use in the following shooting phase. It is a bit vague if you try to analyze the rules. Which I think technically support this. Also an explainer for generating warp charges says they literally just "happen". Go too deep into it and then you have to ask yourself why this 700 year old Librarian can't use shooting powers when he arrives, then it gets into fluff and can not be objectively argued easily.
