So, I know it means to say "may exchange for/take a set of mirrorswords/powerblades." However, it reads like the following: - Mirrorswords/powerblades are a set of weapons. - The Exarch can take two such sets. The Banshees cannot take Powerblades and it states that the Exarch replaces it's shuriken pistol and power sword with the Mirrorswords. - so no double sets there as there are no more suitable weapons to replace once 1 set has been taken. The Spiders can take Powerblades but can't take Mirrorswords. In this case the exarch may take a set of Powerblades ("a" as in 1) - so no double sets there either. It doesn't say "set", it says "may exchange for two mirrorswords" and "may take a pair of powerblades". Both mirrorswords and powerblades are defined the same, as being two weapons. One name = two weapons. So, to take a pair of names, that equals four weapons. Still you would only get +1 attack as only walkers can benefit from more than 2 melee weapons. "A set of Powerblades compromises 2 weapons" "May take a pair of Powerblades" 2 Powerblades = 2 weapons = 1 set - again, poorly worded but again, it would have to say you get a pair of sets of Powerblades rather than a pair of Powerblades Again, it's irrelevant as noted above - no more than +1 attack for multiple melee weapons unless you're a walker. BRB page 24: +1 Two Weapons "... Models with more than two weapons gain no additional benefit; you only get one extra attack, even if you have four arms and a sword in each" So I'm really not sure where you're hoping to go with this? Something people might encounter is all! I will fully support you in modeling 4 power weapons on these models! Just don't expect any rules benefit - there isn't one! But whacky eldar poses with way too many weapons? Sounds like something Deadpool would do...
