At BASE (i.e. no power weapons), such a unit costs 315 points. It's not a killer use of 315 points. On the charge, they have 2 rapid fire shots, 1 HoW, and 4 CC attacks. That's the same as Swiftclaws. But you'd get twice as many swiftclaws. That means the swiftclaw unit would be literally twice as durable and twice as killy. BS/WS 3 makes a small dent in that, but not a lot. Doubling the numbers makes more difference. And you could get 6 TWC for the slightly less too... they have 2 wounds, roughly the same number of attacks, but they're S5 and Rending. Sure, your unit might do some damage... sometimes an impressive amount (if you imagine you paid a reasonable price for them... say, 150 points). But considering their actual points cost, they're rarely going to perform very well at all. Toss in Logan and make your bike and jump infantry WG Troops for example and watch your opponent kinda wince at choosing them or your Grey Hunters to shoot up.
