Legion size before finding primarchs

Well as of Vulkan Lives, the Salamanders also apparently join the list of setback Legions, but no explanation has been given yet or even how big the disaster was in terms of numbers lost/numbers survive.

 

And just going by the paragraph from page 86 in Forgeworld's Betrayal:

As the early decades of the Great Crusade progressed, and the first of the Primarchs were found, the XIIth Legion was broken up temporarily into a number of independent sub-commans, each several thousand Space Marines strong. The largest of which, at some 8,000 War Hounds, along with dedicated assault and fleet support elements was designated the 13th Expeditionary Fleet, or the 'Bloody 13th' as it became quickly known.

I would say that there was no number cap.
I don't see why they would cap it. They produced marines as fast as they could. Once they retook the Luna gene labs the number grew. I believe Luna Wolves got boosted first for their part in it. But as they spread out and found more recruiting worlds they'd expand their numbers. We know once they were found the primarchs had their own idea of how big their legion should be because Mortarion wanted 490,000 death guard, 7 companies of 70,000.
Yeah, but a couple of the Legions were pretty small. The Thousand Sons only numbered one thousand strong when they found Magnus. i think the Emperor's Children numbered around three thousand-ish. It's possible some never went above ten thousand, just unlikely.

I was referring the question of whether they would have been capped. I can't see any reason why they would and would have grown as much as recruits and gene seed allowed.

I think the numbers out of these FW books will be really interesting. I'm curious about how big the NL are and whether moved round together. Back when they around 10000 in size it would have been reasonable but 100000+ is pushing it I think.
Nah, old numbers were bad. It takes a million Marines to hold the Imperium together, but only a fifth of that to carve it out of bedrock in the first place? Having a couple million Marines makes the Great Crusade make more sense. After all, excluding the wars that will arise and build during M42, 30k is the era in which the tagline of "there is only war" most applies.
