It isn't like he's a Raven Guard or Salamander, where gene-seed flaws change your appearance to be more conformed. And I doubt the Luna Wolves ever set up a program of recruitment that explicitly stated NO BLONDES, BRUNETTES OR GINGERS. Think about it. If every Son of Horus looked like Horus, why would Little Horus be singled out for looking like Horus? Besides, the books even state that some Sons have Horus' look to them, but not all, with Loken being the example of the other. Yeah I just started reading Horus Rising and reached that part, says fair haired almost silver with grey eyes and freckles. Up to a point but only the Nightlord Raven Guard and Salamander geneseed change skin color hair color and eye color. For example the Celestial Lions a imperial fist succesor chapter are black skinned.
