The rules for flyers say measure to the hull and ignore the base for all purposes except for assault and embarkation, so I don't think he can technically ever be in base contact with it. If he's embarked, there's no problem.

 

Imagine him communing with the Machine-Spirit to re-route damaged systems or something if it makes it easier to picture.

I'm not so sure that that covers it.

Codex rules are dominant over rulebook rules, blessing of the omni says move into base contact.  

The rulebook also gives other examples of times the base of a flyer is used right after saying you should mostly ignore it.

Honestly I think RAW atm is that you can, until they FAQ it. 

The codex doesn't redefine base contact, it just says move into it.

 

The rules say that "contact" for flyers means the hull, unless you're assaulting or embarking.

 

If you can move your Techmarine such that his base is in contact with its hull, he can repair it.

 

If you manage that, nobody will argue about how he's repairing it, because who's gonna mess with a 30' tall Techmarine?

It would need to go into Hover mode first.

 

 

Jolemai - Can you explain why please?

In hover mode the Stormraven follows the rules for Skimmers. Skimmers can be assaulted (i.e. models move into base to base) but Flyers can not. Therefore, you can move into base to base with a Stormraven in Hover mode in order to repair it.

Immobilised/Weapon Destroyed results from the Vehicle Damage
Table use this ability on Zooming Flyers? (p80)

A: No, unless they are embarked upon the Zooming Flyer
while attempting the repair.

 

Seems pretty self explanatory.
