No space to assault into a ruin?

Say I wanted to assault a unit on the second floor of a ruin, but it was:

A-packed along the edges with infantry

B-packed completely with infantry

 

In either case can the unit be assaulted? What I see happening is either no, because you cant place it, or yes, just leave it below and assault.

Also how does it work when a model, like a khorne herald, cannot be placed on a level without, like half the base hanging over the edge? Does this mean the model cannot be placed there?

As long as the model can balance there without being held, it can be placed there. 

 

I know the rules in 5th ed were you could leave your model on the first floor and as long as it has sufficient remaining movement to have gotten to the models it needs to be in B2B with, it can assault.

 

I'm pretty sure that is the same in 6th ed.
