Choosing Psychic Powers

Personally, i always play that you should choose what psychic discipline you are going for before deployment, and before you even see your opponents army (ie, it should be done when you write you list).

Athough the actual ruling for this seems to be down to the particular house rules/tournament, i feel that for good list building, you really should be certain what powers you are going for with your guys as you write the list, as then you are certain what role they are going to be playing in your army.

I typically do this but some recent discussions with my gaming group has me second guessing my standard methods and I thought I would see what this community has to say. Thanks for the responses.

If you have a codex that still has unique Psychic powers you take them as part of making the list. You may then trade them out for Rulebook powers before deploying. Part of it matters for Space Wolves since you can't have multiple psykers with the exact same powers or some such. (Don't play wolves but see it mentioned a lot) Without including this in your list you can't really make an army list.
