Ezekiel, worth it or not?

That's actually not what I was saying. I was saying he's really good for his points cost, but he doesn't fit the role I need a librarian to play. I need a bike-mounted PFG-bearer, which means a stock Libby or a techie. At no point did I say that a stock Libby is better than Zeke.

I think my comment "he's average" really boils down to: what makes him unique? Is it useful? Is it good?

He gets better armour and statline by virtue of being a Chief Librarian - If were were allowed to build our own, I am sure he'd have a similar statline and the option to have Artificer armour.

Moving on from that, we have: unique force sword, unique psychic power, er...?

Is the force sword good? It's a bit meh really. I mean, they gave it a drawback and a situational buff to compensate - a wash at best. Given its name and the model's awesome pose, you'd think it'd be a pretty damned spangly bit of kit, but it isn't. Moving on...

Mind Worm: a power that could be good, but is highly flukey instead. I mean, it has a great effect, but such a long string of prerequisites that you are almost never likely to pull it off against any meaningful target. At that point, is it worth attempting? Usually not I suspect, so it's mostly a wasted opportunity.

Does Zeke get anything else that makes him good? Not really - he's good in general when you consider him overall, but he's not specifically good at anything in particular. Compared to a Libby that you make yourself from the codex, that makes him much less useful.

So, on reflection, I say that he's average overall even considering his points cost is really quite fair. Yes, he's a better than a basic Libby because of a better statline and save; but when you move past that to actually analyzing what he brings to the table, he suddenly seems less useful considering you have to take him as-is and he has no real specialisation.

This is not unique to Zeke, but because he doesn't unlock troops or anything else, it means that he's even more situational and generalist than the other three special characters of note. (The chappies I'm not counting). He could have been great with a few tweaks, and I'd be happy for him to have some areas of weakness if he was stronger in others - he'd have more flavour and purpose that way at least.

The most decent thing about Ezekiel is that the Book of Salvation is not an "All models within 6" get +1 WS" effect, but an "All units within 6" get +1 WS" effect.  Changing what will usually be a bunch of 4+ to hit rolls into 3+ to hit rolls is a very good thing; especially when lots of attack dice are being thrown.  Add in Prescience/Zealot/banners that have a +1 Att feature to units getting that +1 WS and you have something rather meaningful. The potential exists for some really brutal synergy, of which Ezekiel is but one part.
