You then have to have BL primary with allied CSM or vice versa to get him. But 2x10 cultists on top of him is hardly a tax. And there's no room in my primary detatchment for more hq's (i need a nurgle lord, for plague marines and huron for his trait). Hence my only option is to ally in some black legionaires with belakor as the hq, which is why I asked. Thanks xenith. Black Legion can specifically take any options available to codex: CSM, with the restriction that anything with the option to purchase vets of the long war must do so. Black Legion can field Be'lakor in exactly the same way as they can field Cultists, Raptors, Terminators, or Abaddon. Actually the BRB covers this... Named characters are always unique. I'm assuming they wrote that in to cover older books that may not have that rule included.
