Neophytes during the heresy?

Not sure, but I think back in the heresy neophytes did not have to go through the "scout" phase and were instead armed with PA and bolter and fought in the tactical squads. At least thats the way I see it.

 

I can image the VI legion (space wolves) might have followed the same sistem asm they still do in the 41st millenium

So does Scars, the sucessful applicants train and then are ceremoniosly inducted into the Legion under a particular Sergeant, and they already train with their own power armour and weapons after they pass the trials to be inducted. There doesn't seem to be any progression a la Codex; you're fitted where there is a need, bar obvious exceptions like Veteran Squads.

The Legions were made up of thousands of Astartes, not in 40k where the Chapters are so small that they can't risk sending new recruits directly to the front lines.

 

That, and to me the Legions are more like a proper military force with all that knightly-order-stuff coming with Guilliman's ramblings post Heresy.

Guilliman made all the Chapters into knights. Then he infected the Blood Angels with the Black Rage and Red Thirst.

 

He also caused the Space Wolves to become obsessed with their totem animal, lost the seven artifacts of Vulkan, and told the Iron Hands they needed to have more metal parts and less empathy.

 

When asked what he was doing, he told the questioner "It all makes perfect sense if you understand LOGISTICS like I do" then backhanded the questioner across the room.

I recently re-read Fear to Tread and there´s a clear mention of a "young scout"; not sure if he´s also defined as a novice, but he´s addressed by Sargeant Cassiel and other Marines with little or no protocol, so it seems to me that his rank is under regular Marines.

Some Legions may have, but the Codex, er, codified it, standardizing the process. A lot of Codex reforms were put in place to prevent another Heresy, and though I can't name a source, some fluff-related neuron cluster is telling me that the vetting, testing, training, and field-testing (Scout period) of neophytes was extended and made more dangerous (to say nothing of the degeneration of such practices adding more danger) in order to more fully weed out weak of body or spirit.
