I think they kept it separate in case they decide to change how a Leadership Test works from the basic rules in the future.  But the codex says "take a Leadership test" and the basic rules have a section just for "Leadership tests."  This is a very specific sort of characteristic test with its own unique rules.

 

"At certain times, a model or unit might be called upon to take a Leadership test.

{snip}

If a unit includes models with different Leadership values, always use the highest Leadership from among them."

 

Note the inclusion of "unit" and "model" in all places. If a model takes a Leadership test, it does so at the highest Leadership of the unit.
