I dont think its reference to a perfectly healthy vehicle, more so to sustaining damage then as in the case of a forgefiend for instance renitting the holes where the damage has taken place, yet still having the main component damaged.

 

For a rhino repair roll the reverse is true, a chunk is blown out of the tank, but the crew manage to get it going again, the hole is still there the tracks just work around it as all.
