The FAQ has rewritten that they are determined to be Squadded before the Deployment Phase.

 

As for when they arrive from Reserves, it depends on if they are in a Reserved Transport together or not. If they are in the same Reserved Transport, roll on the Transport once for all three. If they are not, they are rolled on separately as they count as two separate units.

Thanks, got it. I thought you also deployed from reserves or via deep strike. Turns out both in both cases the units are deployed before turn 1 but arrive later.

Being deployed and deployment are two different things. One is an action, the other is a game setup phase.

 

In the case of Combat Squadding, you decide before you are putting models on the field so you know who can and will be in Reserve, such as in a Drop Pod and on an objective.

Do the rules actually say the deployment is equal to deployment phase and not the act of being deployed? I cannot find such a statement. The Errataed Combat Squad rule says:

You must decide which units are splitting into combat squads, and which models go into each combat squad, immediately before deployment.

And the Rulebook has this to say about Reserves:

When Reserves arrive, the player picks any one of the units arriving and deploys it, moving it onto the table as described below.

[...]

When a Reserves unit arrives, it must move fully onto the table from the controlling player's own table edge (maps and diagrams illustrating table edges for the different deployment methods are shown on page 119). Models that are arriving by Deep strike or Outflank deploy using their special rules (see pages 36 and 40).

The way I read the rules you place the whole squad in reserves and start rolling for reserves from Turn 2 on. As soon as the roll is successful you decide whether to combat squad the unit or not and then immediately deploy it.

Read the rest of the FAQ on it. It's stated that this is used determined the number of units allowed to be in Reserves. The determination of a unit's Reserve status is made during deployment, also known as the deployment phase, before the game begins and long before Reserves are rolled for.
