Very carefully, in the bottom right corner. I wouldn't have noticed it if I wasn't just looking at the cool minis... Fits all the characteristics, and there is nothing in the current GW or FW line that resembles it...

Normally I'd agree with you, but that torso, shield, and a few little details, it doesn't fit the bill. 

 

Legs are praetor set, torso is Phoenix Gaurd, power fist is upgrade kit, backpack looks like heavy weapon set. However the shield looks different.

 

I think he's just a mock up for the moment

I've looked at all those bits, they don't fit well enough, the torso would be too large on the legs, The backpack is a regular MkIII backpack, but the torso feels too open from the Phoenix Guard, the gorget doesn't rise at such a sharp angle as the kit, and is quite roomy. 

 

Unless there is a less grainy picture floating around, we may not know for 100% certainty.

Though I'm guessing from the photo that the backpack is just a regular Mk III piece.

 

The torso feels too open from the Phoenix Guard, the gorget doesn't rise at such a sharp angle as the kit, and is quite roomy. 

 

Looks like whoever made it just carved the top and back off the Phoenix Guard torso and probably used a power armour back half to interface with the backpack.
