According to page 47, units may cease being locked in combat outside of the assault phase, but consolidation (page 53) only happens if a unit finds itself no longer locked in combat at the end of a combat, which page 48 defines as what happens within the confines of the assault phase. Essentially there is a difference between a "Combat" and being "Locked in Combat". In the case of a Perils killing a lone psyker locked in combat, a (round of) Combat hasn't ended, as you're not in the assault phase, so a consolidation move is not permitted.
