so, under the new rules if your army is unbound you cannot gain the 'objective secured rule'. but, just recently the FAQ's have gone up and pedro kantors rule has been changed to 'an army that includes pedro kantor, friendly units of sternguard have 'objective secured' so in a unbound army they would still have this rule... im confused

Kantor as Deathwatch Captain, and an entire company of Sternguard as Deathwatch Marines.  Boom, your Apocalypse Formation becomes a viable 40K force.

 

Also, the FAQ says that it applies to friendly units of Crimson Fist Sternguard Vetarans, so I would imagine that means they have to have the appropriate Chapter Tactics rule to benefit.  And that it would apply no matter how you gained them (Dataslate, Unbound, Primary Detachment, Allies, Combined Arms, etc.)
