An Independent Character that is mounted on a chariot does not lose the Independent Character special rule. Now, an IC cannot join units of vehicles or MC, but they can join anything else. So, is the following: - A Herald of Slaanesh mounted on an Exalted Seeker Chariot can join units as per her IC status, but cannot join other units of Chariots because they are vehicles. - A Herald of Slaanesh mounted on an Exalted Seeker Chariot can join other Heralds of Slaanesh mounted on Exalted Seeker Chariots and/or Greater Daemons, because the line about joining IC's is an exception to the rule, by way of the "though". EDIT: Necron ICs stay IC when on a Catacomb Barge. I know, I know, not PA or Imperial, but relevant in case there is ever any new stuff for the Imperials.
