I have been thinking a lot about this idea...here Are some basics

Emperors child pre heresy bitz....not the kakaphoni....upgrade bitz and shoulder pads

They will have the 3rd legion numeral to represent the 3 % that fought during the revolution and colors thinking grey and cream and blue.....any help would be great....I really like the look of Connor from assasins creed 3 and want to go somewhere in that route if possible

I think there are probably a number of ways to approach this, but the two that first come to mind are:

1. Early Revolutionary War, i.e. a multitude of skirmishing figures, lots of sniper rifles and an emphasis on maneuverability vs. straight up in your face firepower. I could see a lot of  similarities to the Raptors and you might even consider a camo scheme to denote "irregularly" deployed forces vs. more Regular Army. I would consider using lots of Land Speeder Storms to move my Scouts around and other LS varieties for fire support. Also, I'd think about a drop pod or two for disruption of their backfield. The whole concept though, would be to "shoot n' scoot".

2. The next thing that popped into my head would be a more "Regular Army" oriented force. This would comprise a lot of bolter armed marines in gun lines and instead of "cannons" per se between squads, you could use either Vindicators or Thunderfire Cannon (or a mix) to create your gun line. You could still use irregulars from #1, so no loss of figures or wasted effort, but the overall goal would be to close with the enemy and decimate with overwhelming firepower.

If it were me, I would find a reason in the fluff to minimize the number of vehicles and keep the army more infantry centric. Note: This would be a fluff army, not a "tournament" killer army. You'd do something like this because you love the theme and concept.

Other odd thoughts:

The Cape of Wash'tn - Represents the Shield Eternal and is derived from the cape that Washington wore during the French-Indian Wars, where no matter how hard they tried to shoot down that big guy on the horse, they just couldn't kill him. Really freaked out the Indians who were supporting the French. Anecdotally, the cape had somewhere between 17 and +50 holes in it.

Bendikt Arnult - Like totally Cypher.

I leave it to you as to whether or not figures without helmets on have powdered wigs. ;)

Also, since I know you're pretty familiar with the army painter, you should try some mock ups and see how they look. It's a pretty awesome tool for visualization.

Cheers,

At least a chapter called the Minutemen would make sense, provided some local histories/legends kept the stories alive for 30,000+ years.

Love the Minutemen concept. I'd see that as your fast attack, early response force, like White Scars or Raven Guard.  Maybe structure your First Company as an all fast assault company.  Consider the following:

Minutemen were members of well-prepared militia companies of select men from the American colonial partisan militia during the American Revolutionary War. They provided a highly mobile, rapidly deployed force that allowed the colonies to respond immediately to war threats, hence the name.

The minutemen were among the first people to fight in the American Revolution. Their teams constituted about a quarter of the entire militia. Generally younger and more mobile, they served as part of a network for early response.

An army composed of lots of highly mobile units rapidly moving around the battlefield while a small number of units serve as less mobile but more heavily armed and armored firing lines sounds like a very interesting concept, however I don't think it'll work as a Spade Marine army. Space Marine forces are too small to get this concept across successfully, and the heavily-armored nature of a Marine means that the visual needed to show 'Revolutionary War' just isn't possible with them.

Honestly, this idea seems more suited for an Imperial Guard regiment. Scruffy irregular units rapidly deploying and redeploying across the battlefield while elite units act as more stationary heavy fighters evoking the Minutemen and the Redcoats, and the variety of uniforms seen in the Imperial Guard gives you plenty of room to kitbash tricornes and hessian boots for them.

Not sure how you could make thematically appropriate vehicles since everything at that time was wooden and horse drawn. Steamships didn't start appearing until after the War of 1812, and those were basically still sailing ships with steam engines slapped on as an alternative. You could always just fudge it and use steampunk designs, I suppose.
