Question about assembling the Stormtalon Cockpit

I just started assembling a Stormtalon. The instructions say to put the arms on after I put the outer fuselage on. To have more room to paint it, can I put the arms on before that? It looks like the control panel has to go on after the fuselage, but I figure while positioning the arms I could balance the panel on the pilot's lap.

There are little tabs around the feet that are from the fuselage that I had to trim off to get my cockpit in since I painted that up first. Once the cockpit and pilot were together and painted that was the only problem I had with assembling and painting.
