I should point out that this is only the case if the Warlord has Chapter Tactics: Imperial Fists, or has no Chapter Tactics at all. For example, if you use Marneus Calgar as your Warlord, any Sternguard unit would no longer qualify as being able to receive Pedro's rules, as they automatically become part of Marneus' Primary Detachment, and thus be forced to use Tactics: Ultramarines. This won't likely happen too often, but it is something to be aware of.
