Yeah, unless otherwise stated, all special characters from Chaos with psychic powers/schools already assigned to them don't have access to Daemonology, thus Typhus, Fateweaver, Ku'Gath, and other such. Character are all restricted to the powers stated in their codex entries.

There's an argument to be made for typhus and the like, since they generate powers normally just from a restricted selection of lores, which the current faq seems to add daemonology to. Belakor however does not generate powers at all, since his unit entry specifies particular powers that he knows (every telepathy power, in this case). Models whose unit entries specify particular powers do not generate powers normally at all, so it doesn't matter that the faq adds access to the malefic lore, he can't roll on it regardless.

I don't know others but typhus generate his powers like other psyker, with the restriction that must generate all of his powers from nurgle disciple.

"Each datasheet will list the Faction it is part of. The Faction determines which codex the datasheet is considered part of for all rules purposes.”

So Be'Lakor knows daemonology

 

Please, where is stated in the rulebook that if a psyker knows some powers must not generate others for his mastery level?

Pages 22 and 23 of the rule book. If a psyker has his powers listed (belakors clearly states that he knows all of the telepathy ones) then he/ she does not generate anymore.

 

This.  It's right there in the section describing how psykers generate their powers.  Psykers that know specific powers according to their unit entry know only those powers, and do not generate any others.  It doesn't matter what lore's belakor has access to thanks to his faction, he doesn't roll for them regardless.
