Since a Heldrake doesn't Snapfire at a flyer, it should be able to shoot its torrent at one right?

It could if it didn't state that Template weapons simply cannot hit zooming flyers in the Hard to Hit rules on page 84.

 

The template rules also state that when fired at a vehicle, the template must be placed to cover as much of the vehicle as possible.

 

So the amount of collateral damage to nearby enemy models will be rather limited as well.

 

It does, however, allow them to hit swooping monstrous creatures which lack immunity to blasts and templates (although the firer must have skyfire to target them in the first place).
