It can't hit both, as the template must be placed where it covers 'as many models in the target unit as possible, without touching any other friendly models'. Ergo, the template cannot be placed where it would clip the chaos marine, assuming the Chaos Marine is on the same side as the Heldrake. If the Chaos Marine and Meph are not on the same side as the Heldrake (desperate allies/team game) then it would legitimately hit both, as it must be placed where it clips as many models in the target unit as possible, since both units are only 1 model you can place it anywhere where it covers the 'official' target, and the other one is just unfortunate. Re: The building, the template weapon again has a section with the 'No Escape' rule, so any models inside take hits if the template covers a fire point.
