One thing I have noticed is that rune priests lose their ranged weapon if they take TDA. They get the TDA for 5 points cheaper than Wolf Priests though, and can pay the 5 points to add a storm bolter, so in the end it's OK. But if you want a relic from the codex alongside the force weapon, you have to buy a storm bolter to trade for it.

 

I bet it's going to be quite common for people to neglect to pay those 5 points, because it would be a really easy oversight to make. And I imagine that it will go unnoticed by opponents/TOs too.

That's exactly right. Clearly, for folks that haven't noticed yet, models and model options are driving rules. This is one example. Another example is the loss of Chainfist and Stormshield Lone Wolves - that option was lost, because both of those options are left-arm only options. Another example is in the Grey Knights Techmarine - he doesn't come default with a Storm Bolter and Nemesis weapon (as all other Grey Knights do), because the standard GW Techmarine model doesn't come that way.

Maybe, we don't know at this point. GW doesn't have the best record with FAQs addressing issues that actually require addressing, so who knows? For the time being it's safest to not model any intricate, heavily armed characters. Of course you can still use them, assuming your meta isn't too crazy about WSIWYG for trialling new builds.
