They both move at the same speed but Bikes have T5, ability to jink, always have HoW, can boost and are relentless. JP units can reach higher than the ground floor. So, is there any reason at all to consider JP WG in an assault based CoF detachment? Or do you see Bikes as the better choice? Much cheaper to buy a bunch of jump packs from GW and stick them onto Marine bodies than it is to buy a load of bikes in order to make Wolf Guard bikers. An army consisting exclusively of Wolf Guard jump packers armed with combi-weapons (probably melta). Move 12 inches, fire 24. Run away from that you horrible Tau. Bikers would be way better at that because they can just rapid fire bolters into them. If WG JP attempt to fire anything but their combi-meltas, which now cost the same as 2 melta bombs, making them very unappealing, or their pistols will be unable to charge. Bikes cannot enter Buildings, but Bikes can go up and down multiple levels of Ruins, so they don't have a disadvantage in that regard. Nothing funnier than watching somebody's face when your Bikes assault right to the top of some Ruins. Jump Packs are probably better saved for Skyclaws, who are much cheaper and don't lose charging potential (unlike Swiftclaws).
