Of course, come Initiative, the character can move up 3" to engage and thus attack anyway. Or have I got the pile in rules wrong? You can issue challenges to those that can fight at the start of the phase not at the start of the fight phase, so you can position you champion out of range of a challenge and then proceed to move him 3" to be within 2" of combat so he then can fight.
