Question about the Wolf Helm of Russ

Does the current codex specify that the right to wear the Wolf Helm of Russ is earned by winning the contest of might held every century for this exact purpose and that Ragnar decided to give it to his mentor Ulrik upon victory as a sign of respect? It's written in the 3rd Edition Space Wolves supplement but not in the 5th edition codex.
