Currently I've just been using a blue wash over top of a dark teal basecoat with a highlight of lighter teal but it looks funny to me and I'd like something more permanent. Broad edge highlight 50/50 Night Blue/VGC Imperial Blue3. Slightly narrower highlight of Imperial Blue4. How easy do you want? Paint it ice blue. I have used a few different styles but what I have done the most is the old lightining bolt look. Start with a dark metal like leadbelcher Paint iceblue lightining pattern across the blade. Go back over the bolt with a thin line of pure white Wash with a deep blue. Drybrush with mithril silver Even easier to to treat the power weapon much like you would the coils of a plasma gun; starti with blue then glaze/drybrush up to pure white mixing blue and white in as many steps as you want.
