Does that also apply to a unit that is embarked on that transport? Or does it have no effect? Or should you treat it like crew stunned and have the embarked unit take a leadership test and act normally when passed? Who knows, they may add it in 8th Edition. They added the ability to flame the insides of a Transport in 7th!
