The fact that it was FAQ’d kinda proves that it is a convoluted mechanic if a bunch of people weren’t sure how it worked.

Not convoluted. Just could be understood either way, and various other games have done it both directions too.

 

Simple fact is, writers should have included an explanation in the core rules of what to do for the situation.

 

definitely shouldn’t have been on the item, because that causes duplication.

 

much like many games tell you how to handle rounding.

And I agree that the way it is makes it a far more useful thing. Especially with our new red thirst mechanic it's actually splendid!
