WE 2000 & 3000, thoughts?

I'm designing this force to be transferable between 40k chaos marines and 30k. In 30k this army will use the WE ROW. For 40k, I'll drop the spartan, and well they'll be another Chaos Marine codex before I'm finished, so I won't put too much more thought into it. How do you think this force will do? I've never played 30k.
