Because in theory it provides an infantry delivery alternative and (more importantly) the high-AV tank busting we so desperately need. But in practice the prevalence of melta and lance weapons means it often provides little more than a smoking metal carcass for cover instead. Enter the FW LR Achilles variant and Spartan Assault Tank. They have Armoured Ceramite to counter the rampant melta (and lance?) weapons out there. And both appear to add decent firepower. But at a hefty price in points. And yes, they require SM Allies, which makes them even more expensive when you consider the troop tax. Is the extra durability and firepower worth it in a 2k game? All those extra points just to get auto glanced or powerfisted exactly like a normal raider. Go ahead and do it for some extra fun/flavour. But no competitiveness at all. Instills more field death and survivability. Achilles are very expensive to bring to the table, points we could've ultimately spent on more infantry. Knight-Titans are a strong Ally choice in larger games, as their sheer durability and damage output (not to mention threat potential in melee) makes them a great counterpoint to our durable but tiny handful of infantry.
