Is Soulwarden and Gallians Staff a hard counter to Invisibillity?

You have a 30% chance of picking up soul warden in a battle forged army with a libby as your warlord

 

Just reading Gallians Staff this allows the psyker to re-roll 1's on a psychic test.  I have read the rules on deny the witch and it requires warp charge to be expended on deny which is still a psychic test though not stated as such. 

 

A Blood Angel psyker with Gallians Staff and soul warden from warlord traits will deny the witch on a 5+ with re-rolls on any 1's in a psychic test.  The down side is that a re-roll of a 1 will result in a wound.  Priests on a 5+ FnP in the unit may mitigate this somewhat.  This does lift the deny power of a librarian significantly though.  Its worth risking if you have Invis or some other power you want to block.

It appears deny is not a psychic test even though warp charge powers are expended the same as a psychic test. Psychic tests can only taken in your own psychic phase and Gallians staff states "When making a psychic test"

 

So to answer my own question ... No

Just because you use warp dice during a deny the witch, I do not think that makes it a "psychic test". I don't think Gallian's staff allows you to re-roll 1's on deny the witch checks.
