Red-beard Posted December 15, 2014 Share Posted December 15, 2014 Only things I can think of (some of which were already mentioned): 1) You run him solo or detach him from a unit he had previously joined 2) You join an ally unit that has fleet 3) The quickening or another librarian's warp speed grants fleet to someone else 4) A future supplement is released in which a new BA unit or BA formation/detachment has fleet 5) They are future-proofing him just in case the rules change in 8th edition and somehow under the new rules it would then be useful for him to have it (Most likely, it's just items 1-3.)
