What we need is an APC with a troop capacity of 10 minis with an assault ramp and light armament....

 

I think a Sicaran with an assault ramp armed with TL-HB for about 90 points fits the bill....?

I've played with the VDR trying to work a conversion to the current vehicle point values. Not sure how well the balance is but it's close to your suggestion. AV F13 S12 R10 transport 10 with twin linked heavy bolter 95 points.

 

If you set the AV 1 lower than you want it in the vehicle design rules a weapon and transport free chassis will come out close to the current codex values (+/-5 points). Transport options seems to be 1 point per seat. Use codex values for weapon options because they are way off in the VDR. It's crude but something to play with.
