Depends, how much are you looking to pivot? The standard 45 degrees allowed for waist swiveling when Shooting is allowed, so long as you don't move the model. But unless otherwise specified in a Special Rule, Walkers get Immobilized just like any other Vehicle.
I was thinking they could pivot on the spot, I might be getting it mixed with an older edition rule. I was thinking they could pivot 360 but had to stay put, like a dreadnought spinning at the waist. If it means they are stuck facing whatever way they were when immoblized, that's fine with me
There was some odd wording in previous rule books because pivioting on the spot did not count as movement. That is no longer the case since that line is now followed by "however, Immobilised vehicles cannot even pivot on the spot." Walkers are vehicles; they may move like infantry but the suffer Immobilized results like any other vehicle.
