Chaos Space Marines soul reavers legion rules

Hey guys heres some rules i wrote up for an old chaos chapter i was going to do. Fluff wise they are a smurfs successor who while being tactically flexible and zealoty worshippers of chaos undivided they have a preference for being sneaky and using underhand tactics

 

Soul Reavers Legion Rules

Strike from the warp

Any unit from a soul reavers detachment which has purchased the mark of the soul reaver upgrade may enter play from deep strike with the exception of reserve rolls may be rolled from turn 1. In addition on the turn they deepstrike they gain the shrouded special rule

Models from a soul reavers detachment have the fear special rule

The visage of death

Enemy units in base contact with a model with this special rule are at -1 to their leadership. Fear tests which are passed must be re rolled

 

So what are peoples thoughts? I cant think of a way to represent the tactical flexibility which isnt op
