Apparently FW decided to half-ass IA13 so they could mostly copy paste the R&H stuff into a Vraks update, hence the new book. I am waiting for copies to float around online so I can take a look and see whether the character rules are identical to the 2013 apocalypse updated (I expect it will be another copy-paste).
