No. The entry in the Codex for Chaos Terminators tells you what you can do i.e you choose one of the three bullet point options presented per Terminator.

 

The Terminator weapon list on page 91 is for Characters wearing TDA (who can have a lightning claw and chainfist).

Its the wording of the entry itself which is confusing me haha. I know the champion has to purchase from the wargear list

That's the key line there. You can only go through the list once. Not do one bullet point only but do it multiple times. But I understand what you are thinking.
