Welcome to the guard. I run my guard in an urban(ish) theme too, well the bases are I don't think you could count red tunics and white trousers as urban camo, event though the regiment is from a hive world...anyway i digress. For the basing I run with gravel, spray it black, then cover in adeptus battle grey then dry brush from codex through to fortress grey. Your weathering on the armour is great, I would personally go a little heavier with typhus corrosion and agrax earthsahade on the tracks. But that is a personal preference they good great as they are.

Do a search on google for images of Baneblades. Check out what other people have used for colours and go with the one you like.

The actual principle of painting the head/search lights are the same as painting a lens or view-block and I use this filthy Xenos tutorial to do mine but with the addition of gloss varnish at the end.

Edit: Just realised I did my headlights in blue too but my lenses are red... :( My bad!

You could just paint them in the colour you want and give them a gloss varnish, that would help them stand out. Better to do some form of gradient effect though, with a build up of different shades of the colour. Best still would be to blend the colours for a smoother effect. Are you familiar with these techniques?

Those are the colours I use - they look good and just as importantly are easier to work with. Blue lenses are a favourite of mine for these reasons :) A nice ink or wash can really bring it together but as mentioned make sure it's only a bit or it'll take away some of your hard work. As for the agrax, bigger tank, bigger brush, just do it as you normally would, but be a bit more careful for pooling of the wash... Should be fine...

Couldn't have said it better myself :D As mentioned it's literally just a case of scaling up, so if anything it's easier :) For the best results on metals I find you should coat the entire part but it depends what you're aiming for. Try it out on a section and see how it looks once it has dried.
