Well Perils basically represents a psyker losing control of his warp powers. Or a Daemon trying to lick his brain ;) . It actually represents a lot of the weirder things that can happen when a psyker digs too deep into the Immaterium. It's not always LOLCHAOS, sometimes lesser warp entities (more akin to blind deep-sea predators, they're almost totally mindless) try to enter the galaxy, or even if a sudden surge in the currents of the warp rips control away from a psyker (hence why Perils doesn't stop a power going off, you still cast it, you just suffer bad things).
