For my money, I'd rather max out the unit (whether they're in a transport or not), though even taking 2 or 3 extra bodies will help. I guess I'm just not certain Skitarii are the best choice for pure MSU; I think a SM army does that job better. Well, the next logical step (at higher points) will be two units of 10 with 3 Arc Rifles each. Less Hull-Points per point but higher durability. I think there is a case for both, but I can definitely see where you are coming from.
