The sword is proably just part of their Iconography whilst the ring around it looks a bit like an Iron Halo? Maybe incorporated into the models heraldry as can be the case sometimes? An Iron Halo is a badge of honour given to a 'Space Marine who has shown exceptional initiative or bravery on the battlefield' - Lexicanum It is normally Captains that have this as wargear, however there is no reason why a Veteran Sergeant may have one just as a mark in game.
