Say if I had a Librarian in TDA and his command squad from a CAD, could they start in said LR? No. It can deploy and you can put things in it on T1 (or subsequent turns), but they can't start in it. There's no such limit on non-Dedicated Transports. The default is that you can deploy in a vehicle: Whichever method you use, models must either deploy within their deployment zone, or be held back in Reserve. Models can be deployed ‘inside’ buildings, fortifications, or Transport vehicles in their deployment zone, subject to their Transport Capacity. The exception is for Dedicated Transports: The only limitation of a Dedicated Transport is that when it is deployed, it can only carry the unit it was selected with (plus any Independent Characters that have joined it). After the game begins, it can then transport any friendly Infantry unit, subject to Transport Capacity and other special exclusions, as explained in the vehicle’s entry. The only time you need to embark on Turn 1 is if you want to put a different unit in a Dedicated Transport than the one you bought with it. Bonus, if the techmarine disembarks, he has tank/monster hunter given to him by the formation rules, so the squad would benefit as long as he stays with them. However, your LR would no longer be BS5.
