I saw some initial comments when he codex came out that it was included in the definition of Terminator armor but in all areas where there is a Terminator armor hyperlink, it only has the standard description and I can't find it listed anywhere else. As Spiral stated, the ibook version of the codex is indeed missing Vengeful Strike under the Terminator Armour entry on p. 243.
