I watched a battle report where a Guard player had a Lord Commissar in a blob squad, and since the Commissar had a cloak, his 40 guys also counted as having one. 10 points for a blob squads camo seems deliciously cheesy, but I'm not sure if it is correct. It gives the model wearing it +1 to Cover Save, not Stealth. A flat +1 doesn't confer to the squad.
