I am considering going to a tournament for 40 and the rules they have say:

 

Players are limited to either:
 
○ 1 Imperial Knight formation
 
OR
 
○ Spending a total of 700 points on Lords of War
 
 
I messaged the contact email and they are saying both are legal but that the formations are still bound by the 700 point cap, I can't find any knight formations that would be less than 700 points(they aren't counting the household/oathsworn detachments as formations). Closest I can figure if you went with the cheapest knights would be 975 points. 
 
Is there some other formation that I am missing?

The allied detachment, Oathsworn, can be a single knight, so that is how you field on in under 700 points. Mind you, you'd want another faction to round out the points since you'd have about 325ish left to spend after taking a single knight.

 

Might a recommend a Paladin. It's my favorite knight.

They're not a formation. Sorry I wasn't clear there. They're a detachment, just like a Combined Arms Detachment or a Nemesis Strike Force or all of the other detachments that seem to come one per book now. If they're not allowing knight detachments and the game is only 700 points, then knights are being blocked.

All of the forgeworld knights can be used as Lords of War for Armies of the Imperium. If you have any other then you can do it that way.

It is an 1850 tournament, but they say the rules for superheavies:

 

Players are limited to either:
 
○ 1 Imperial Knight formation
 
OR
 
○ Spending a total of 700 points on Lords of War
 
The person on their email says the 700 point restriction applies to the part before the OR as well, this makes no sense as there are no legal formations that low. If you weren't allowing knight to go past the 700 and be restricted instead by formation rules then it would be better to write:
 
Players are limited to spending 700 points total on Lords of War
 
There is no need for the OR option and the 1 Imperial Knight formation part as it is illegal based on their rules.
